Avahi
From Ekiga
Avahi is a system which facilitates service discovery on a local network. This means that you can plug your laptop or computer into a network and instantly be able to view other people who you can chat with, find printers to print to or find files being shared. This kind of technology is already found in Apple MacOS X (branded Rendezvous, Bonjour and sometimes Zeroconf) and is very convenient. You can install this technology on computers using Windows with Bonjour for Windows.
Avahi provides automatic discovery of other Ekiga users within the LAN. Windows version of ekiga does not support currently this technology, see bug #557040 (so your neighbour tab will be empty).

Install Avahi
Nowadays, Avahi is pretty much standard in most GNU/Linux distributions.
In case Avahi is not yet in your distribution, please ask your administrator or refer to your distribution documentation.
Download Bonjour for Windows.
How can I call contacts on the LAN ?
Using Ekiga 3
Contacts in the LAN should appear automaticaly in the Contacts view, at the bottom of the list, under the field Neighbours:
Using Ekiga 2.0.x
Open the Address Book, people using Ekiga on the LAN should appear in Contacts near me. If there is nothing, try to double-click on Contacts near me.
